Cream sugar and butter until light and fluffy in a large mixing bowl; add eggs, mixing well.
Combine dry ingredients; add to creamed mixture, mixing well.
Add vanilla and milk if dough is too dry.
Chill dough 1 hour.
Roll dough out to 1/8-inch thickness on a floured surface; cut with cookie cutter, place dough on ungreased cookie sheets; bake for 13-15 minutes or until lightly browned.
