Preheat oven to 400°F. Line two - 12 cup cupcake pan with paper liners.
Mix flour, baking powder, baking soda and salt in a medium bowl, set aside.
Beat the butter and sugar in another mixing bowl until light and fluffy, about 3 minutes. Add the flour mixture to the butter - sugar mixture.
Alternately add half of the buttermilk and half of the flour mixture, starting with the buttermilk and ending with the flour mixture. Mix until just blended.
Fold the blueberries into mixture . Spoon the mixture into prepared muffin pans. Bake until golden and toothpick inserted in center comes out clean. (approx 20-25 minutes) Transfer to wire rack. Invert and cool completely.
