Preheat oven to 325 degrees.
In saucepan, boil water and wilt cabbage leaves 2 minutes.
Drain leaves in colander.
In bowl, mix together hamburger, rice, onions, spices, and sugar.
Place hamburger mixture inside each cabbage leaf and roll into small packages.
Place filled leaves in a casserole dish sprayed with Pam.
In small bowl, mix together chopped tomatoes and tomato sauce.
Pour tomato mixture over filled leaves.
Cover with lid or foil.
Bake 2 hours.
