Add green peppers and garlic; cook until tender.
Stir in flour until moistened.
Add milk, black, pepper, basil, oregano and sugar. Heat and stir until sauce thickens.
Remove and stir in half the cheese. When cheese is melted add tomatoes.
Pour into a casserole pan. Add corn and onions, sprinkle remaining cheese on top.
Bake at 350° uncovered for 50 minutes.
