In a small bowl, combine soy sauce, sugar, garlic salt, oil, cornstarch and water. Add meat and marinate while you prepare vegetables.
Soak noodles in hot water until soft or separate easily. Don't add the flavor packets, save for later.
Heat oil in wok or large frying pan.
Cook meat for 2-3 minutes or until done. Remove meat.
Cook onions and carrots.
Add meat and all vegetables together. Steam until cabbage is tender. Add noodles, warm through. Add flavor packets and serve.
