In a skillet, brown ground beef until no longer pink.
Combine salsa, soup, milk, tortilla pieces, ground beef and 1 cup shredded cheese. Spoon into 9x13 baking pan and cover with aluminum foil. Bake at 400° for 25 minutes.
Sprinkle with remaining cheese and back for 5 more minutes.
