Brownie: Combine sugar, flour, cocoa, and salt. Add oil, eggs and vanilla. Beat on medium for three minutes. Bake in 9"x13" pan at 350° for 30 minutes. Cool completely.
Filling: Cream butter and sugars. Add milk and vanilla. Beat in flour. Spread over brownies and chill until firm.
Glaze: Melt chocolate chips and shortening in a sauce pan, stirring until smooth. Spread over filling. Sprinkle with walnuts, may need to press them in.
