Preheat oven to 350 degrees F. Spray 9x13" pan with cooking spray.
Mix rhubarb, sugar and dry strawberry jello. Put rhubarb mixture in prepared pan.
Cut together margarine and cake mix. Put in pan. Sprinkle 1 cup water over cake mix. Bake for 25-30 minutes, or until toothpick inserted comes out clean.
