Mix cake mix and jello together dry. Add water, eggs, oil, and flour. Mix thoroughly. Fold in strawberries. Pour in 2 round cake pans. Bake for 25-30 minutes at 350.
For frosting, whisk together ingredients until desired consistency and taste.
