Beat the sugars and margarine together until light and fluffy. Add eggs and vanilla and beat again. Add the remaining ingredients (aside from the chocolate chips) and mix until well combined. Add in the chocolate chips and mix. Place the batter in an 11X17 baking pan.
Bake for about 1/2 hour.
When cool, cut into squares.
