Cook broccoli in a small amount of water until tender. Drain and put in a serving dish.
For Cheese sauce, mix water, butter, and flour and cook until there are no lumps. Add about cheese slices. Cook until cheese is melted, stirring constantly. Pour over broccoli. Serve.
