In a sauce pan, sauté the onion in butter. Then stir in flour and milk. Add salt and pepper to taste. Stir in sugar. Add 1/2 c. cheese and all of the tomatoes, heat until mixture thickens.
Pour mixture into a casserole dish. Gently stir in corn, whole onions, and whole potatoes. Sprinkle 1/2 c. cheese on top. Bake at 350° for 50 minutes.
