Combine first 4 ingredients in large bowl. Stir until well blended. Pour into greased 13 x 9 x 2 inch baking pan. Bake at 350° for 40 minutes or until toothpick comes out clean. Spread frosting over hot cake.
Frosting
Combine sugar, butter and milk in saucepan. Bring to boil and cook 2 minutes, stirring constantly. Remove from heat; add chocolate morsels. Stir until mixture is smooth. Pour over hot cake.
