Preheat oven to 375°F. combine flour, oats and brown sugar in a bowl and mix well. Stir in soda and salt. cut in butter with a pastry blender or 2 knives, until crumbly. reserve 1 1/2 c. of the oat mixture. Press remaining oat mixture into bottom of 9x13 baking dish. Bake for 15 minutes, cool slightly. Spread pie filling over baked crust. Combine caramels and condensed milk in a medium saucepan. Cook stirring constantly over low heat until smooth, about 5 minutes. Pour over pie filling. Mix reserved oat mixture and walnuts in a bowl. Sprinkle over caramel layer. Bake until set, about 20 minutes. Cool and cut into bars.
HINT: If you chop the walnuts in a blender or food processor, add 1 tablespoon of sugar to keep the nuts from sticking together during chopping.
