Dissolve Jello in boiling water. Stir in frozen orange juice concentrate and undrained pineapple. Chill until partially set. Stir in one can of oranges. (Save one can for garnishing.) Pour into a 9 x 13 pan. Chill until firm.
Beat together pudding and milk. Fold in whipped cream. Spread on top of Jello. Chill 5 to 6 hours. Garnish with remaining can of oranges.
