Preheat oven to 350°. Use cooking spray to grease a 9 x13 inch pan. Set aside. Beat egg whites with 1/3 cup sugar until soft peaks form, and set aside.
Beat yolks, remaining 1 cup sugar and oil. Add cocoa, potato starch, and nuts to yolks mixture. Carefully fold in whites. Pour batter into prepared pan and bake for 1/2 hour.
