In large skillet cook beef stew meat with vegetable oil over medium heat until thoroughly cooked (centers are no longer pink).
Reduce heat, add flour and water gradually until a gravy mixture forms. Remove from heat and place in a 9x9 casserole dish sprayed with cooking spray. Top with tomatoes and green chilies and cheese. Bake at 350° for 25 minutes.
